Summary 
The Senior Project Manager (SPM) will drive the design milestones to completion, manage the construction and closeout phases, and hand the project back in a fully documented state at the end of the term. In addition to the NJ Phase 2 project, up to two additional small- to medium-sized projects (under $10MM), or one larger project ($10 to $50MM), are in scope and may be assigned subject to the individual’s bandwidth. The SPM will be maintain uninterrupted owner’s-representative delivery on the NJ Office Phase 2 fit-out during a gap in permanent project management staffing.

Responsibilities
Owner’s Representative Continuity
  • Act as the single point of owner’s-representative accountability for Warren Phase 2 for the duration of the term.
  • Take handover from the interim project manager within the first two weeks, including open action items, correspondence history, contract status and outstanding decisions.
  • Maintain decision-making and escalation protocols established at design kickoff; escalate to the Associate Director where authority limits are reached.
Design Management
  • Chair or co-chair the recurring weekly design meeting (Wednesdays, 11:00 AM – 12:00 PM) and hold Gensler to issuing agendas 24 hours prior and minutes 24 hours after each session.
  • Manage the milestone review cycle through SD, DD, 50% CD, 100% CD and Issued-for-Bid, coordinating reviewers to close each seven-day window on time.
  • Administer all drawing-set reviews and markups in Bluebeam, and confirm the design team provides a written response to every comment with no open or unaddressed markups.
  • Confirm the Design Manual is adopted as the governing standard and that the approved Level 1 and Level 2 test fits remain the basis of design.
  • Manage scope discipline against the approved program and lease Work Letter parameters; develop and price cost-saving options during design.
Due Diligence Closure
  • Bring the open technical due-diligence register to resolution prior to Final Design Sign-Off (10/30/2026), including:
  • Auditorium AV — assess the state of existing systems and confirm the retain-versus-replace approach.
  • IDF closet count required for the build-out, and the IT wireless access point heat map.
  • Level 1 and Level 2 pressurization, balancing and pre-balancing with the landlord.
  • Medium-pressure duct leakage and VAV sound attenuation with plenum makeup air, applying lessons from Levels 3 and 4.
  • Finishes discontinued since Phase 1 completion, and hoteling unit mounting details on office glass.
  • Security desk removal at elevator lobbies and Level 3 elevator lobby temperature control findings, as they inform Phase 2 design.
Schedule and Project Controls
  • Own, maintain and report the owner-side project schedule in Microsoft Project, including critical path, dependencies, float and variance analysis.
  • Maintain project records, workflows and approvals in Oracle Unifier; keep assigned tasks current and prevent overdue workflow items.
  • Produce the monthly Project Status Report (PSR) and any ad hoc reporting requested by ED&C leadership.
  • Maintain the risk and issues register with owners, mitigations and dates.
Financial Management
  • Manage the project budget against approved funding of $7.552 MM; track commitments, actuals, forecast and cash flow.  
  • Maintain monthly accruals and cash-flow projections in the established project workbook format.
  • Administer change control on design and consultant scope; validate invoices and change requests before approval.
  • Support preparation of the construction-phase Project Approval Memorandum (PAM), including truing up allowances carried in the design-phase request (IT hardware, furniture, commissioning, demolition, long-lead HVAC, laser scanning, permits).
  • Coordinate requisitions, purchase orders, SOWs and amendments with Global Procurement and Legal.
Landlord, Lease and Permitting
  • Manage the interface with the landlord (Vision / Warren Corporate Center) as the constructing party, and coordinate landlord-side reviews and approvals.
  • Support the Level 1 Work Letter and any amendment required to extend the existing scope of work from the second floor to the first floor.
  • Track the anticipated Level 1 tenant improvement allowance of approximately $1.876 MM through lease amendment negotiations. Note that no TI allowance remains for the second floor.
  • Manage permit strategy with the Town, ensuring comments carried over from the Levels 3 and 4 permit process are addressed in the new application, and coordinate Certificate of Occupancy requirements.
Cross-Functional Coordination
  • Coordinate IT and Network Engineering requirements, including the network build schedule and equipment ordering timeline, so that long-lead procurement is not delayed by open design clarifications.
  • Coordinate AV, Security (badge readers), sound masking, BMS and thermostat zoning philosophy with the relevant internal owners.
  • Work with Workplace Strategy & Planning on finishes, furniture and move logistics, and with EH&S and Facilities Operations on operational readiness.
  • Maintain the phasing and logistics plan, holding the constraints agreed at kickoff: the second floor completes before the lobby, lobby access is maintained throughout, and the grab-and-go food kiosk stays operational.
Transition and Handback
  • Maintain project documentation to a standard that allows another manager to assume the role at any point.
  • Deliver a written handback package in the final two weeks of the term covering schedule status, budget position, open items, decisions taken, correspondence index and outstanding risks.
  • Confirm the SharePoint folder structure, BIM and deliverable formats, and drawing standards are current and complete at handback.

Requirements
  • Bachelor’s degree in Construction Management, Engineering, or related field
  • Minimum 15 years of capital project delivery experience, with at least 5 years in an owner-side or owner’s-representative capacity (not consultant or general contractor only).
  • Demonstrated delivery of corporate office or commercial interior fit-out projects of 50,000 RSF or greater, and a track record of at least $25 million in completed construction value.
  • Direct experience managing the design phase through Issued-for-Bid, including milestone review cycles and consultant coordination.
  • Experience operating in a leased, landlord-built environment, including lease Work Letters, tenant improvement allowances and landlord coordination.
