Owners Representative / Independent Project Manager

Summary

The Owner’s Representative serves as the independent advocate for the facility owner throughout the planning, design, procurement, construction, commissioning, qualification, and operational readiness phases of a brownfield pharmaceutical facility project. This individual represents the owner’s interests exclusively and provides technical, financial, schedule, quality, and risk oversight to ensure project objectives are achieved safely, compliantly, on schedule, and within budget.
The ideal candidate possesses extensive experience leading pharmaceutical facility expansions, retrofits, conversions, sterile fill-finish facilities, cleanroom construction, utilities implementation, equipment integration, CQV, and cGMP readiness programs.
Context: Small isolator-based sterile peptide fill-finish line (~200k vials/month, all lyophilized), ~1,400 SF ISO 7/8 cleanroom, RUO now / cGMP-ready for later, in a building
Duties / Expectations of Role
Scope
  • Pressure-test project scope against Construction Managers/Architect’s design and proposals
  • Equipment selection (filler/isolator/lyophilizer) and the equipment matrix (Come up with CapEx)
  • Review contracts, vendor quotes, and POs before signing; scrutinize change orders during construction
  • Build and own the master schedule; manage the critical path (long-lead equipment, electrical, permitting)
  • Coordinate the electrical strategy (step-up transformer for Phase 1 in parallel with a permanent service upgrade)
  • Provide owner-side oversight of Construction Manager’s permitting/code strategy — including the Group B vs. F-1 occupancy call and its sprinkler implications
  • Oversee commissioning and cleanroom certification through to first production
  • Help evaluate the Process Engineer, quality, and operations candidates (Build OpEx)
  • Keep project on time and on budget

Mandatory Requirements

  • Pharma engineering, A&E, or construction-management background
  • Has personally managed aseptic / sterile fill-finish or cGMP cleanroom build-outs — not generic commercial construction
  • Fluent in ISO 5 & 7, cGMP facility design, MEP/utilities, and CQV (commissioning/qualification/validation)
  • Local to Dallas Fort Worth Area
Engagement Phases:
  • Pre-construction / lock-in (heaviest): scope review against Construction Manager, equipment-matrix and vendor review, contract/PO review before signing, master schedule, electrical strategy, occupancy/sprinkler call. 
  • Procurement & permitting (moderate, milestone-driven): long-lead equipment tracking, permit coordination/oversight, step-up vs. permanent-power path.
  • Construction (lightest — oversight): site checks, pay-app and change-order review, trade coordination.
  • Commissioning & qualification (heavy again): install oversight, cleanroom certification, CQV coordination, punch-list closeout through first production.
Term & Start
  • Pay Rate: $120 Per/Hr.
  • Six (6) Month project with strong possibility of extension.
