Summary 
Our client, a leading global pharmaceutical company, has engaged GForce Life Sciences to provide a Construction Operations and Logistics Sr. Manager (COLSM) to serve as the overall technical lead for quality control of the design Contract Documents (Drawings & Specifications) and shall serve as the chief coordinator and liaison to the Construction Manager (CM) with respect to technical coordination, field operations and logistics necessary to efficiently execute the construction in accordance with the Contract Documents. The COLSM will be a bridge role between the Design Team and the CM Team, which will require heavy integration with both the Project Management and Engineering Teams. This role shall align regularly with the Controls team and Claims Manager in ensuring real time and up to date reporting on risk and schedule tracking. With regard to policy, procedures, rules of engagement, etc. the COLSM shall coordinate and align with the Governance Lead.
As part of the Design Team coordination, the COLSM shall oversee quality/ coordination/ constructability reviews of all drawings and specifications provided by Architects, Engineers, and other Design Professionals to facilitate CM/trade coordination and avoid E&O claims. With respect to the CM interface, the COLSM shall coordinate oversee the CM bidding/award process and coordinate with CM field operations and logistics and supervise the technical scope of the Project Management team to avoid schedule delays and unnecessary or avoidable Change Orders that could be eliminated or diminished.

Responsibilities
General
  • Act as the liaison between all members of the project team, the Director of Facilities Project Management and head of the department, advising them of project and program schedule status and any critical issues / milestones related to the progress of individual projects and the over-all program.
  • Assist in the development of presentations to senior leadership and other stakeholders

Constructability and Technical Reviews
  • Oversee the technical scope and constructability of the project. This includes coordination of building materials, systems, assemblies, and vendor coordination of all aspects of the design.
  • While this role is not responsible for the design by third party Design Professionals, this role is responsible to evaluate and manage the constructability to avoid claims and delay to the project. Such coordination includes, but is not limited to:
    • Overall coordination of the Design Team and the Management and Engineering teams.
    • Technical content, review and evaluation of all Addenda, Bulletin, Sketches, ESI and ASI documents
    • Ensuring timely and on point drawing issuance without hidden Errors and Omissions Corrections
    • Design drawing vs. specification coordination in the scoping and bidding process
    • Design Team RFI response time
    • Sequence of construction & phasing of work
    • Dimensional fit and buildability
    • Availability of materials/equipment/systems
    • Maintenance access
    • System types and compatibility checks
    • Support and bearing points
    • Routing of ductwork, piping and conduit for fit and access
  • Produce periodic Technical Issue Tracking updates that represent open issues and memorialize completed resolutions
  • Demonstrates excellence in understanding, evaluating and analyzing all areas of architectural, MEP/FP/FA, lab process systems and related design documentation and construction detailing including exterior envelope, R&D lab design, life safety, accessibility, other code compliance, interior detailing, materials, finishes, coordination of the trade disciplines and is considered to be a fully capable professional in these fields. Provides technical leadership for these areas for the quality control reviews by teams.
  • Responsible for the owner’s quality control and technical reviews of Design Document milestone deliverables including drawings and specifications, as well as construction submittals for the projects. This responsibility includes oversight of reviews, peer review consultants and FM Global, and other subject matter leads
  • Coordinates with external architectural and engineering firms and Construction Managers in raising standards for quality assurance and ensuring that documents produced are coordinated and detailed correctly.

Bidding and Negotiation
  • Coordinates scopes of work and design document packages with procurement strategy
  • Oversees the CM bidding process and reviews Competitive Bid Awards for approval, including alignment, leveling and gap analyses of the bids

Operations, Scheduling and Logistics
  • Analyzes CMs means and methods and logistics plans for constructability including sequence of the work by the trades
  • Be responsible for overall Logistics planning and execution in relation to Tarrytown Campus during pre-construction and construction activities being performed as part of the Master Program including participation in Logistics planning and meetings
  • Meet with Communications Manager and Program Manager frequently to coordinate between site logistics and schedule, as well as liaise with the construction logistics teams for each project.
  • Oversee the work of the Scheduling & Logistics Manager and supplement all aspects of their work when required or when they are out of the office, including, but not limited to:
    • Building and managing a centralized master control Scheduling and Logistics Platform (SLP)
    • Coordinating with internal and external team members to ensure that all project team members maintain timely and well-organized project schedules and logistics plans
    • Ensuring integrity, accuracy, management and analytics of all data related to the SLP for ease and accurate reporting and tracking of planned versus actual, as well as scenario modeling and analysis of risks.
    • Track and report on all logistics issues that affect individual projects, result in areas of conflict between projects and/or affect the ongoing operations of the campus as a whole.
    • Develop Master Program and Individual Project Level Schedules with contractual Milestones, summary and detail levels in coordination with Design Teams, Contractors and vendors where applicable.
    • Be responsible for the creation of a logistics plan for staff flow, parking, temporary conditions, as well as maintaining that plan and modifying as needed through the entire life cycle of the project.

Risk Assessment and Mitigation
  • Maintain a Risk Management log that identifies potential risks to the schedule and cost of the Project and drive the development strategies by the Construction Manager and Design Professionals to remain on schedule and on budget. Examples of such risks include changes in scope requested by stakeholders and executives, critical path decisions required of Governmental approvals and inspections, delays in design document delivery or responsiveness of design team to RFIs and Submittals, supply chain issues, and Construction Manager and trade failure to adhere to schedule.
  • Identify risks and provide solutions to logistics issues as required.
Conflict Management
  • Analyze significant claims for cost increases or schedule impacts from the Design Team, the Construction Managers and other vendors in close collaboration with the Director of Facilities Project Management, the head of the department, the Project Controls team, the Engineering team, the Associate Director of Quality Management, the Project Managers, and the legal team.
  • Develop detailed documentation of the team’s position on these claims with reference to the terms of the applicable MSAs and SOWs, including drafting emails and letters and assisting in the development of presentations.
  • Identify and assess gaps in construction vs. the Contract Documents. Confirm if gaps in field are related to Contractor error or Design error and/or omission and provide necessary documentation and conflict resolution
  • Review and analyze Vendor provided documentation vs. the Contract Documents and assess how best to proceed with resolving conflicts
  • Participate in negotiations with vendors regarding claims, or components of claims

Requirements
  • Bachelor’s degree in Engineering or Construction Management
  • 10 years of experience in related field performing similar scope of work
  • Extensive experience with Pharmaceutical R&D facilities
  • Preferred Software: Bluebeam Studio, AutoCAD, Revit, SharePoint, Unifier
